School and PTM Constitutions
The constitution and/or bylaws of a school is a
written guide for the
governing of an organization or in this instance, the
school board. These rules are best utilized when combined into a
single instrument, usually called "bylaws." By having a
single document called "bylaws," greater freedom is
provided when revision is necessary.
Today it is a recommended practice, for it eliminates confusion for members when proposing amendments and "bylaws" carry the same protection to the school as does the constitution. A final consideration would be if the school applies for 501 (c)(3) status from the I.R.S. which requires a school to have a constitution and/or bylaws.
It is equally important for the parent/teacher organization to have a constitution or bylaws to give it cohesiveness as a body, to outline its functions, and to show how it is to interact with the school board and with the administrator.
